Determines if one value is strictly equal to (===) another value.

Parameters

{*} value1
Value to be checked to see if it is strictly equal to (===) value2.
{*=} value2 Optional
Value to be checked to see if it is strictly equal to (===) value1.

Returns

{boolean|Function}
If value1 and value2 are given a boolean indicating if value1 is strictly equal to (===) value2 will be returned. Otherwise a partial function will be returned which when called will accept one value and will return a boolean indicating if that value is strictly equal to (===) value1.
